I glanced at the code and the problem is here:

starlette/starlette/middleware/wsgi.py

Line 17 in ced8c35

"PATH_INFO": scope["path"],

Maybe need to use the following code instead

"PATH_INFO": scope["path"].encode("utf8").decode("latin1"),
