Describe the bug

One of the spaceport news lines mentions that only Navy ships can carry drones. However, it is now out of date with the addition of the Sunder, as now there is a ship that can carry drones and doesn't require a licence to purchase. In addition the Mining Drone can function as an alternative to the Combat Drone, so that part is out of date too.

Steps to Reproduce

  1. Go to any non-pirate non-Quarg planet in human space
  2. Click on the Spaceport button until the line shows up
  3. See error

Expected Behavior

Merchant captains are aware of the existence of Sunders and Mining Drones.
