Time stamps between top output and thread dumps have to be an exact match #5

This isn't always the case since the two commands are executed serially when collecting data, so having a second (at least) of a 'fudge factor' will prevent the tool from erroneously not matching top with a thread dump.

wat. now it works...something was off about the output, but idk what yet :) Closing this because the feature already exists.
