PlanetOS API which is used in OpenoA for reanalysis data is shutting down. Need to generate new solution for streamlined long term data access.

Initial concepts for dealing with this:
-reach out to cloud providers such as AWS, Google Cloud, Microsoft, Snowflake to see about hosting datasets and access
-could utilize other services such as https://www.dclimate.net/ or https://astraea.earth or https://www.hdfgroup.org/
