Audit/clean up standard tag list and iron out contribution plan

Definition of Done

Done when we've audited the current ENTR standard tag list, removed the cruft (e.g. descriptive timestamp suffixes), and created guidelines for how to suggest/contribute changes (including additions) to the standard tag list.

Problem/Context

We've had to add to the standard tag list during initial development and should expect without a doubt that it will need to be extended as the scope of use cases supported by ENTR expands. Without some structure for how to manage those changes, this project will descend into chaos.

Design/Solution Ideas

• remove temporal suffixes
• remove dots from names? -> makes things more difficult on the SQL side; maybe we could just slugify all the tags
