I want to have tagging support for transactions. A tag will serve as a label that is added to a transaction so that they can later be grouped together for e.g. analysis purposes.

Example: A tag transport for transactions related to different transport associations.

For the import of YNAB 4 budgets, flags should be imported as tags. If a transaction has multiple flags (e.g. because it is a transfer and has different flags in the different accounts), the imported transaction should have all flags as tags.
