Minimum precision is roughly 317 microseconds. i.e. with a stardate like 2023.4657762834, the current time should be 20,234,657,762,834 * 317.097920 microseconds since year 0. ... EOT
Standard time package for all eons projects. Essentially just another stardate implementation. Does not deal with ending transmissions... yet.
