Cannot add phrases for alternative languages in Phrase Editor

If you already have an English phrase but want to add the same phrase but in a different language, the Phrase Editor will not allow you to do this, as it will claim the phrase already exists, as it assumes you want to add an English phrase with the specified ID, even if your current language is set to something else.

There should be a drop down where all available languages are offered if the repository is configured to support more than one language. This should default either to English or the current language for the user (as set through EPrints::Plugin::Screen::SetLang).
