Connection status in Equinix Fabric remains in "Pending-BGP-Peering" until azurerm_express_route_circuit_peering is configured and syncs. Resource equinix_network_bgp fails if status is not "Provisioned". To prevent this, the circuit peering in this module is being forced to be created before the fabric connection, however this is not totally safe and a race condition can occur.

This issue doesn't require a change in this module and must be addressed in the equinix terraform provider - equinix/terraform-provider-equinix#120
