Why nodetool script include only when include_erts is true?

I have installed erlang and want generate release without it and with extended start scripts. But extended start script use nodetool that not included.

Nodetool relies on being in the erts bin dir. If you want to not include erts but use nodetool it should work fine if you have nodetool in the erts/bin directory on your system. But we don't want to have relx trying to write to the systems global erts directory.
