Automatically add necessary metadata to lightblue if not present

This would require some user input to fill in deployment specific stuff but this would be less headache than having to do this manually, and is less surprising given other applications like ActiveMQ which automatically set up their required schemas too.

This would require open sourcing some of the bootstrapping code since that is probably the most sensible place to put this kind of thing.
