bot marks issues as stale without notifying the author beforehand

i don't like stale bots as they often close issues that are still valid just because they haven't been commented on in a few weeks. but if you feel it's necessary to have one, i think it should first comment informing the author that the issue will be closed when it's first marked as stale. otherwise, there's no way for the author to know that the bot is waiting for a reply:

Agreed, and I think #136 should be reopened as it's still an issue and I still care about it (despite that I'm not the one who reported it). Might want to take a look at the other closed issues too.
