Describe the request

A meme template, with a Nerd emoji at the bottom, and a speech bubble above it, which shows the picture that the command was called upon.

E.g, if I send this gif in chat,

when I call /nerd or nerd replying to the gif, the bot should respond with this:

the returned image could be either animated or static depending on the original image, and the image would be resized to fit inside the speech bubble.
