Datasets still have the status of 'empty' despite all of their files having the status 'done' #206

I'm currently running Synda 3.35. After running 'synda install', I noticed that files for a dataset in the database have the 'done' status but the dataset still had the status 'emtpy'. This issue is happening for the rest of the datasets I installed.

After searching through Synda's code, it's unclear to how and when Synda updates datasets to be 'complete'.

Our installation of Synda was an upgrade from an older version that still used Python 2. I reused the database file from the older installation for the Synda 3.35 installation. There didn't seem to be any differences between the schemas of the old and new version.
