Question: chainID change for incubating status chain #4442

Asking for #4420.

Our zkEVM mainnet has been in incubating status and has never been launched with the previous chainID. I assume the chainID can be changed since no tx can be replayed? If so, please kindly help to review the PR so we can proceed with the public launch. Thanks in advance!

if it's incubating -> chainIds can change
