Interop: Fault Proof Benchmarking

We need to benchmark the interop fault proof implementation to understand how much gas throughput it can support. This will inform how large we can safely make the dependency set in the short term. This ticket can be considered complete when we have a clear and open document that shows the current performance of cannon + interop enabled op-program. It may be the case that multi threaded cannon replaces cannon by this time.
