Update pypi with latest release.

The latest version of this code on pypi is not up to date with what can be found in the releases tab. This caused me some confusion and headache when working with the pyethereum library.

upgrade ur pip with below command
python -m pip install --upgrade pip

if, still facing error, open file ./ethash/test/python/test.sh and insert below line
python -m pip install --upgrade pip
