Summary

• Description: Accounts for block time in the base fee calculation to target a stable throughput by time instead of by block.
• EIP-4396 talks about addressing external DoS attacks & low throughput.
• No clear decision if this proposal will or will not be a part of the Merge Upgrade.

Next steps

• Ansgar will spend time working with Consensus devs (Danny & team). In parallel, work with Barnabe and researchers to understand if this proposal solves the problem that actually needs to be solved
• In the next ACD meeting, Ansgar & Lightclient will explain why this proposal must get in with the Merge upgrade. The goal will be to get clients' consensus to proceed with the proposal.
