Update on EIP-6914 ethereum/consensus-specs#3446

@kevinbogner, @naviechan and myself would like to take time during the call to go over EIP-6110 prototype that we have been working on over last few months, share our accomplishments, challenges we've faced during this project, and answer questions in the end if any.

If we have enough time on the call, it would be great to go over the following FC change:

• Confirmation rule prerequisite - fork choice filter change consensus-specs#3431

Discussion points:

• roll out this change at Dencun
• whether we need an EIP for it
• how complicated it is to switch to the new FC at a fork block only -- relevant to other changes to the FC as well
