Issue

Currently, the key generator generates the withdrawal key and a child key as the signing key.
It may be flexible to allow users to use an old withdrawal key to create new signing keys.

As per the discussion in #29, the trick with a feature like this is guaranteeing that the signing_key has not yet been used.
