What is wrong?

ethereum/consensus-specs#376

How can it be fixed

Remove all references of

  1. SHARD_PERSISTENT_COMMITTEE_CHANGE_PERIOD (solved)
  2. persistent_committees
  3. persistent_committee_reassignments

@kushagrasharma let's postpone it for a little bit, we might still need persistent committees for light client validation.
