I'm on Linux and am seeing errors about `root` not having access to `some_path`

You need to fix your permissions - see this video and instructions about how to go about fixing the permissions.

This is probably because OpenSSL is not installed correctly. Please follow the Windows installation instructions in the Wiki: https://github.com/trufflesuite/ganache-cli/wiki/Installing-TestRPC-on-Windows
