[FEATURE] Image repo create request

After #216 , we use the base runtime image as our CI image.

I need to migrate the image from my personal repo to the org repo

Would you mind helping create a new image repo in our image site named "basic-ci-runtime"?

You can directly push with your GitHub accounts.
