pdf content is converted to chinese

Hello!
I am trying to use your library to convert PDF to text.
I encountered this PDF file:

That appears to be in English but when I convert it to text I get the result in Chinese, e.g the first line:
"Instructions" turns to:
䤀渀猀琀爀甀挀琀椀漀渀猀

I would appreciate help on this manner - i.e convert it to a text in English.
