Speed up Per Country Tests::Malaysia

Problem

The per-country-tests for Malaysia are significantly slower than any of the others.

In a bundle exec rake test:all TESTOPTS="--verbose, all other tests take one second or less, but these take 8-9 seconds:

Per Country Tests::Malaysia#test_0001_should have have its name = 8.88 s = .
Per Country Tests::Malaysia#test_0003_should show the house name in the title = 9.02 s = .
Per Country Tests::Malaysia#test_0002_should list the areas = 9.12 s = .
