Sometimes, as on the Design Exercise assignment, e.g., Assignment 1162, the bottom of the scale on a rubric (here, the CRC-card design rubric, Questionnaire 373) is 0. In this case, if a Scale item is used, one star corresponds to a rating of 0, and in general, k stars corresponds to a rating of k-1. This is very confusing, so I propose that Scale items not use stars if the minimum is not 1.
