Task Panel / Trade notifications not at the bottom of screen

Poe runs on secondary 32" 4k screen, primary is a 27" 1920x1080

When I install MercuryTrade, the setup opens the windows on screen1.
I can move the task panel to the secondary screen and I can place it horizontally where I want.
Vertically, I cannot place it in the lower ~25% of the screen.
When I drop it there, the panel just jumps up.

At the top, there is no such zone.
