Send alert to team and colleague when an analysis is in column 2 for too long

The use case is the following : one colleague could do the analysis for a platform but someone is already taking care of it (or seems to be). There should be a way of alerting the team and the contact for the platform analysis that the work is stalled (say after 2 or 3 weeks, give or take) and that the analysis should go back to column 1 or be finished and move to column 3.
