Describe the bug

UserTest 에서 비활성화 되면 안되는 테스트가 2개 존재합니다
비활성화된 테스트를 복구하고 버그를 해결합니다

To Reproduce

  1. 비활성화된 테스트를 활성화 합니다
  2. Optional 때문에 발생한 Disabled를 해결합니다
  3. Filter 에서 발생한 문제로 인한 Disabled test 를 해결합니다.

해당 이슈의 마일스톤은 9-1 이지만 범위를 줄여서 해당 이슈는 추후에 처리하기로 이야기 되었습니다.
마일스톤에 등록된 항목은 변경되거나 나뉘지 않는 이상 옮기지 말라고 하셔서 일단 남겨둡니다
