수정목표

현재 ErrorCode enum 은 순서대로 증가하는 코드값을 가지고 있습니다
이는 작업을 수행하며 여러가지 병합 이슈를 만들 수 있습니다
순서대로 채번하는 방식이 아닌, 특정 번호대에는 다른 번호대가 침범하지 않도록 구조화합니다.

Error code 를 구조화 하고 문서를 만듭니다
만들어진 문서를 기반으로 ErrorCode 의 code 값을 재정의 합니다.
사이드이팩트 (test 코드가 깨질 것으로 예상됩니다) 를 해결합니다.
