Ampersand (&) in file path does not work #9

I have a file, and there is a folder in the path which contains an ampersand (&). When open this file it is not translated correctly and the file cannot be opened in the browser.

The folder within the path is:

Original name           => IT & Computer
Wrongly translated into => IT%20%5E&%20Computer
But should be           => IT%20%26%20Computer
