1.0 release Sphinx cleanup.

Description

I.e. stuff to be done at the time of 1.0.0 release.

• Remove the "previous versions" linklist from the 0.9 and master branches.
• Ensure the remaining header snippet will work OK on RTD, re: its links.
• Update 0.9's header to say "hey, you should be on 1.0"
• Update push_docs (again in both versions ideally) to remove the rsync and replace with at least a zip, if not an automated push to RTD.
  • Also remove push_docs from release since tagging should cause a new version to show up at RTD automatically.
• Apply the above 0.9-head changes to all prior versions of the docs on RTD via tag checkout + rerender + zip + upload (or keep a sidelined copy of above push_docs change and use that)
• Tickle RTD settings:
  • 'default' dropdown on Versions page should now point to 1.0.0
  • 1.0 alias (Aliases page reachable from Dashboard only) should point to 1.0.0 instead of 'latest'
