Python 3.8 support

While it is uncertain whether or not Beautiful Soup supports Python 3.8 (I assume it should), there is no reason why we cannot state that Soup Sieve supports Python 3.8. So we will update Soup Sieve tests to fail on on Python 3.8 failures, and update PyPI references to state Python 3.8 support.
