The government must pay for good and services! To do that it needs to reference funds. Since entitlement systems are never financial systems of record, it is necessary to identify both that system and the identifier used by it for the funds.

Funds detail must also be captured for treasury reporting and payment requirements.

In contracting, funds are often given an alias which must be tracked, however, one funding line can be tied to many contracts.

An accounting model (SLOA), as well as the general funding model, are now built.

The relation of these to the agreements and how to track the actual amounts of obligated, expensed and disbursed now needs to be identified.

Given that we are an entitlement system, we need to track this at both the roll up fund level and well as the agreement level, which must be reported out to the system of record, but roll up funds data about problem disbursements is not authoritative as Post-Award will never have visibility into the actual trial balance of a given fund on the system of record. It can however, provide increased transparency into how much of an issue the agreements it manages may represent for the actual system of record.

Both a fund and an agreement should be able to trigger a trial balance to show the current funds status limited to its scope.
