Create the full configuration file via init command

At the moment, yarn factorial init only asks which packages should be installed.
This should be enhanced to allow configuration of all options.

I just tried this command and found that I also needed to add the .eslintrc.js and .stylelintrc.js files to the project as described in the JS and CSS packages readme. Do you want to add that as well to the init task?
Else maybe we can add a comment in the main readme..
