Postage Stamp cannot be selected

It is important to have possibility to choose between postage stamps before uploading. the current upload commands do not support that yet.
The workflow should be identical that you can do in swarm-cli:

• if there is defined stamp ID that should be used
• otherwise pick one from the stamp list
• if there is no available stamp, show error and notice for creating one.
