Steps to reproduce:

Start Unbound (with dnstap enabled)
Start fstrm_capture
Wait for Unbound to connect to fstrm_capture's socket
Kill fstrm_capture and start it over again
fstrm in Unbound will think that the writer is still open, because it failed to change it's state to closed
