This has been put to bed as best we can. Turns out NONE of the Android OSs are sleeping "for realz". So we're doing what everyone else seems to be doing-- a kind of wakelock.

The consensus: this is the best we can expect w/the .29 kernel. .32 is underway and will hopefully better fix this so we get full 100% sleep/suspend as opposed to the lights off version we've got now. But it's gonna have to do w/this kernel anyway.
