When a device is a gateway or proxy, and the gateway block in the metadata is defined, there is no validation that the devices in proxy_ids or gateway_id is valid

e.g.

 "gateway": {
    "gateway_id": "GAT-001"
  },

The device GAT-001 does not exist in the site model, but the registrar output is clean
