What does this Pull Request do?
Updates the version of ocfl-java, and changes the storage layout to match the current F6 format. I removed the command line layout configuration for now because do not currently expose this configuration in F6.
How should this be tested?
After fcrepo/fcrepo#1718 is merged, run the updated utils on F3 data, and point F6 at it.
