Research and propose solution for expiring map tiles tier

What we're after:
We're merging in a temp fix to address the tiles text issue. The tier for that plan expires Thursday, November 9. Before that expires we need to identify an alternative plan or procure a higher tier until a better solution can be identified.

Action items:

• Monitor tile usage and provide a tier/cost estimate based on current and projected usage at highest peaks
  • Homepage
  • Campaign finance data landing page
  • Election search page
• Research alternatives
• Prepare and propose recommendations to PMs and Cloud Lead in time for solution implementation
• Get approval for fix

Completion criteria:

• Implement fix prior to existing map tiles account expires
