Cloud.gov is making a change from the cflinuxfs2 to the cflinuxfs3 buildpack mid-April 2019, so we should update our app manifests

Completion criteria:

  • In the dev manifest files (api/celery beat/celery worker) change the stack: cflinuxfs2 lines to stack: cflinuxfs3 and test on dev
  • If all goes well, change manifests for all spaces
