This overlay is not official, so to add it you need to run
# layman -o https://raw.githubusercontent.com/fedeliallalinea/gallifrey/master/repositories.xml -f -a gallifrey
or
# eselect repository add gallifrey git https://github.com/fedeliallalinea/gallifrey.git
depending on which tool you use.
