Reduce ELN compose frequency #39

As discussed in the last meeting, ELN composes every few hours make mirroring unteanble, and it looks like we don't actually need them to be that frequent. Look into reducing to once a day or something like that.

@hanzz Can you adjust the frequency for this? Right now the ODCS composes are every three hours, but they probably only need to be daily (or on-demand, as needed).

As of today, we are now going to execute them only once per day, with the option to trigger additional runs on-demand.
