Merge subsequent e-mail notifications to one

Now that we have rawhide gating, I get 5 e-mails sent within 3 minutes every time my rawhide build finishes. That could only lead to people filtering the bodhi e-mail away.

I suggest that bodhi waits a defined time frame (5 minutes?) before sending out any e-mail notification for an update and once the time passes, it merges all waiting notifications to one.

That assumes you still want these emails while the discussion on the list seems to indicate some people would rather have them gone entirely.

I want to get notified when the update was created and pushed - ideally if this goes in one e-mail. I probably don't need the "testes ignored" etc. e-mail.
