Both buttons lead to the same place, but having a slightly different text creates unnecessary cognitive overhead.

I'm not sure those two messages should be the same, because it's not the same context.

  • Add a new rule is on the main page and means that the user will start a rule creation process
    Add a new rule

  • Create rule is on the rule creation page and basically means "Save this rule".
    Create rule

Having "Add a new rule" on the rule creation page could be confusing and similar to the "Save and add another" button that are sometimes found on edition forms.

So, I'm not sure that we should actually implement that. Any opinion on that @ryanlerch ?
