API RFE : Add last_complete_build time to /api/v1/packages #327

Oraculum ( https://pagure.io/fedora-qa/oraculum ) would make use of having build time included in last_complete_build in the api.

The format could be something like:

"last_complete_build": {"task_id": xxxx, "build_time": timestamp or isoformat}.
