The source RPM can be found here and the RPM spec file can be found here. Please note that the source RPM file was compressed as a ZIP archive and must be extracted to reveal the file called pagure-exporter-0.1.1-1.fc40.src.rpm as GitHub does not allow uploading files of the said type.

The project has been distributed on PyPI, by the name pagure-exporter, and on COPR, by the name pagure-exporter.

I wonder if Packit would be useful here.
