mass actions should not spam mailing lists

Hi,
Can a guidelines be maintained for pkgdb actions that when a new feature is added it should do its initial activity without broadcasting many more emails on any mailing list?

Example today Koshchei sent few thousands of emails on scm-commits list. I think its good that pkgdb update like this be announced on devel list first.
