How to configure default global settings such as voice? #71

Is there some way like a configuration file to set global defaults for things like the voice?
I am trying to use flite as the TTS backend for Okular (Document viewer) but I'm unable to use a voice other that the default kal16.

I could not find the configuration file for flite.
Trying to edit speech-dispatcher.conf failed. It refuses to work. Flite seems to be the only thing working ATM

I'm also looking for a solution to this. I've tried all sorts of things to get another voice to show up but only the default is in the dropdown menu.
